What The Role Is

This role is part of MHA’s Civilian Generalist career track. Learn more: Singapore Police Force (SPF) plays a critical role in keeping Singapore safe and secure with its mission to prevent, deter and detect crime. The Centre for Protective Security (CPS) was operationalised to support the implementation of the Infrastructure Protection Act (IPA) and the Security Industry Transformation Map (SITM). CPS’s key functions include Infrastructure Protection Regulation, Capability Development, Protective Engineering and collaboration with public and private stakeholders to reinforce the IPA and improve the security industry. The Training & Development (T&D) Branch in CPS oversees training approaches, strategies, curriculum and professional development for officers and trainers.

As a Manager, Training Development, you will manage learning and development (L&D) activities in CPS, provide policy guidance, review training processes, initiate training innovations and manage training administration functions. You will be placed under the Management Executive Scheme.

What You Will Be Working On
  • Developing, planning and reviewing overall training approaches and strategies in CPS, including training innovation to improve pedagogy.
  • Overseeing the development of CPS trainers on instructional delivery skills and technical knowledge to ensure training quality.
  • Initiating review of CPS training processes, conducting horizon scanning of new and emerging trends and technology tools in the T&L industry.
  • Partnering with internal stakeholders to develop, review and implement CPS Frameworks and Learning Roadmaps to keep them current and relevant to staff.
  • Supporting SPF’s initiatives such as the force-wide implementation of the Training Assessment & Evaluation (TAE) Framework in courses, and the development of new e-Training & Learning materials for hosting on Learning Management Systems.
  • Reviewing and implementing a risk management framework to ensure training safety and data integrity.
  • Optimising learning data and analytics to provide business insights into training effectiveness, trainer effectiveness and learning effectiveness, and developing, planning and conducting training evaluation and benchmarking against relevant frameworks and programmes.
  • Managing the training administration function in CPS, including communicating policy guidance, conducting Learning Needs Analysis (LNA), evaluating and recommending suitable training courses, formulating a Total Learning Plan (TLP), and organising learning visits for trainers.
  • Scheduling, enrolling and tracking participation of staff and trainers in mandatory and developmental milestone courses.
  • Managing the training budget and staff learning needs.
  • Tracking and monitoring key performance indicators such as training budget utilisation, training hours and course effectiveness.
  • Maintaining a proper archive system for training documents and emails.
  • Processing trainer honourarium claims.
  • Serving as an adjunct trainer in CPS courses.
What We Are Looking For
  • Relevant qualification from a recognised institution.
  • Possession of DACE/DDDLP or ACTA/ACLP certification is advantageous.
  • Enjoyment of working with people and possession of good interpersonal, communication and networking skills.
  • Proactiveness, organisational, resourceful and independent work ethic.
  • Proficiency in MS Office applications, especially PowerPoint, Excel and Teams.
  • Prior work experience in training, knowledge management, data analysis, outreach and engagement, Protective Security, Infrastructure Protection or Risk Management is advantageous. Knowledge of policing work and group operations is also useful.
  • Strong analytical and strategic thinking skills, and good decision-making capabilities.
