About EDB the Singapore Economic Development Board (EDB) is a government agency under the Ministry of Trade and Industry that promotes investment and develops Singapore’s position as a global centre for business, innovation and talent. The Finance, Risk & Assurance and Procurement (FRAP) division works with industry and policy groups to provide advisory on the procure‑to‑pay value chain, manage data, and implement FRAP systems to support decision‑making at Corporate Management and line divisions.

• Engage with internal and external stakeholders on budget management (analysis, preparation, monitoring and reporting), procurement activities (policy formulation, requirement specification review, approvals for compliance with procurement policies and guidelines), and financial reporting and management (accounts payable, fixed assets and tax accounting, data analytics to derive insights and identify process improvement opportunities).
• Implement and manage FRAP IT system(s), streamlining processes, preparing, cleansing and verifying data, migrating data, and working closely with the IT team on system interfaces or integration requirements. Provide continuity through change management, engaging and communicating with system end‑users on changes.
• Identify opportunities for continuous improvement while keeping abreast of policies, processes and key risks.

• Bachelor’s Degree in Accountancy, Finance or Business Administration; or equivalent.
• At least 5 years of relevant experience, preferably in procurement, audit, and/or accounting.
• Excellent communication, interpersonal and project management skills.
• Good problem‑solving and critical‑thinking skills, results oriented and able to work effectively under pressure or on multiple priorities and projects.
• Knowledge in IT procurement, financial controls, Government Procurement Instruction Manuals, systems implementation and data analytics is an advantage.
• Proactive, self‑motivated and able to deliver in a fast‑paced environment.
• A keen learner with a strong drive for operational excellence.
