Role Summary WuXi Biologics is looking for a
Construction Manager
to lead site development and EPCM management for new and retrofit facility projects. You will be responsible for the end-to-end construction lifecycle, from developing EHS and labor retention plans to overseeing mechanical completion and commissioning.
Location : Tuas Biomedical Park (Company shuttle bus is provided)
Key Responsibilities 1. Project Planning & Site Strategy Collaborate with Project Managers to develop Site EHS, Security, and Labor Retention plans. Assist in establishing the Project Master Schedule and detailed Construction Schedule Plans. Manage site temporary infrastructure, including power, water, lighting, and access, ensuring safe and efficient operational conditions.
2. Execution & Subcontractor Management Lead the pre-qualification and interview process for subcontractors and vendors, including site visits and factory inspections. Chair Project Turnover and Kick-off meetings for key subcontracting packages. Review subcontracts and purchase orders; verify cost codes and certify invoices for payment. Monitor work-in-place quantities for accurate Cost Reporting.
3. Quality Control & Technical Oversight Oversee construction teams to ensure 100% compliance with contract documents and technical specifications. Manage the RFI (Request for Information) process, maintaining logs and ensuring timely responses to prevent project delays. Perform QC functions to verify the use of approved materials, mix designs, and system certifications. Maintain a rigorous Change Log to ensure all approved modifications are processed and documented.
4. Schedule Recovery & Commissioning Track subcontractor success against target deadlines; develop acceleration or recovery schedules when milestones are at risk. Notify Project Management of any actions impacting safety, cost, or quality. Lead the Mechanical Completion check and develop the Commissioning and Project Close-out plans.
Requirement Bachelor Degree or Master Degree in Mechanical Engineering, Civil / Biological Engineering, or a related technical field. Minimum of 10 - 15 years in management of new industrial construction and retrofit projects. Deep knowledge of site development, permitting, building/electrical codes, and scheduling methods. Proven EPCM management experience; a
Professional Engineer (PE) license
is highly preferred. Ability to work in a flexible, detail-oriented style, including availability for evening conference calls with global teams. Must be able to wear appropriate PPE and stand, sit, or walk for extended periods during site inspections.
