Head of Contracts (Public Sector, Residential Estates), Singapore

Join our client, an established and growth-oriented organization within the public sector who is currently seeking a Head of Contracts/Contracts Manager to oversee procurement, contract administration, and vendor performance across a portfolio of residential estates. What you will do Manage end-to-end procurement processes (tendering, evaluation, contract award) Draft, review, and administer contracts while monitoring contract performance Ensure compliance with procurement policies, governance frameworks, and relevant regulations Oversee quotation and tender exercises for estate services such as cleaning, landscaping, pest control, and repairs. Oversee vendor performance, including KPIs, SLAs, and contract renewals Handle contract variations, disputes, and stakeholder coordination Oversee estate maintenance, upgrading, and improvement projects Monitor project timelines, budgets, quality, and safety compliance Track costs, evaluate claims, and support budget control Identify risks and recommend process improvements What you will need Bachelor's degree in Business Administration, Quantity Surveying, Engineering, or Procurement Minimum 7 years of relevant experience in contract management, procurement or project management from the public sector or construction field Prior experience handling tenders and large service contracts is preferred Location: Central Interested candidates kindly forward your CV to
