Senior Cost & Contracts Management Manager | International Real Estate | Singapore
The Opportunity
We are partnering with a premier international real estate player in Singapore to appoint a
Senior Cost and Contracts Management Manager . This is a high-visibility, strategic mandate for a seasoned professional who thrives at the intersection of commercial insight and large-scale project delivery.
You will own the cost strategy for high-impact developments, partnering directly with senior leadership to influence investment, design, and delivery decisions. Acting as the commercial lead, you will bridge the gap between design and delivery teams, ensuring fiscal discipline across the project lifecycle.
Responsibilities:
Ensure all building projects remain within budget through precise cost modeling, material estimates, and rigorous 'Actual Cost vs. Budget' analysis. Lead exercises to identify alternative materials and construction methods that optimize both financial and technical outcomes. Prepare cost appraisals for feasibility studies, conduct measurements, develop Bills of Quantities (BOQs), and lead the tender process. Draft Consultant Service Agreements, manage variation orders (VOs), evaluate claims, and handle complex final accounts settlements. Represent the commercial function in technical meetings, proactively identifying and mitigating project risks before they impact the bottom line.
The Ideal Profile:
• At least 15 years of relevant experience within real estate development or infrastructure based in Singapore and/or APAC market • Proven success managing complex developments in Singapore and overseas markets. • A proven track record of saving significant capital through technical insight during the design phase. • Experience in drafting and preparing Services Agreements of Consultants and handling final accounts settlement. • Expert-level command of CostX, Glodon, and CADD for BOQ preparation and cost appraisals. • High-level stakeholder management skills and 'proper time management' to attend and lead technical and progress meetings. • Proficiency in a secondary language (e.g., Mandarin or Bahasa) is an asset for managing diverse regional mandates and cross-border stakeholders. • Degree in Quantity Surveying, Construction Economics, or a related Engineering discipline
