Senior Executive (HR Operation), Singapore

Job Summary Manage the end-to-end recruitment and HR administration for foreign workers, ensuring compliance with employment laws and company policies while supporting workforce welfare and operational efficiency in a construction environment. Responsibilities Lead the full recruitment lifecycle for foreign workers by sourcing, screening, interviewing, selecting, and onboarding candidates to meet project staffing needs. Maintain accurate and up-to-date employment records including hiring, termination, leave administration, medical records, transfers, and promotions to ensure compliance and data integrity. Process monthly payroll for approximately 300 employees accurately and on schedule to ensure timely compensation. Manage work permit applications, renewals, and cancellations for foreign workers in compliance with regulatory requirements to maintain legal workforce status. Administer foreign workers' WICA (Work Injury Compensation Act) claims and related processes to ensure proper handling of workplace injury cases. Coordinate foreign workers' dormitory arrangements, ensuring compliance with regulations and addressing day-to-day welfare concerns to support worker well-being. Required competencies and certifications Strong knowledge of local employment laws to ensure compliance in all HR and administrative processes. Proficiency in Microsoft Office applications, including MS Word and Excel, to manage documentation and reporting effectively. Preferred competencies and qualifications Diploma in HR Management or equivalent qualification to support HR functions. At least 3 years of relevant experience in the construction sector to understand industry-specific workforce requirements. Familiarity with Infotech systems to enhance HR administrative efficiency.
