About the Role The
Volunteer Manager
leads the Association's volunteer management function and plays a key strategic role in strengthening community engagement and service delivery. Reporting directly to the Executive Director, the role ensures that volunteers are meaningfully engaged, well supported, properly governed, and aligned with the Association's mission ,values, and service objectives. This is a
permanent role
that offers opportunities for professional development, leadership exposure, and continuous learning in volunteer management and community engagement within the social service sector. Responsibilities Volunteer Strategy & Governance Develop, implement, and review the Association's volunteer management framework in alignment with organisational strategy and programme needs. Establish and maintain volunteer management policies, procedures, and guidelines in line with
NCSS Volunteer Management Standards
and funder requirements. Provide regular updates and reports on volunteer engagement, risks, and impact to the Executive Director and senior management. Volunteer Recruitment & Partnerships Plan and execute volunteer recruitment strategies, including individual, group, youth, and corporate volunteers. Build and maintain partnerships with corporates, schools, institutions of higher learning, grassroots organisations, and volunteer networks. Represent the Association at volunteer engagement platforms, events, and networks where appropriate. Volunteer Training, Engagement &Retention Design and deliver volunteer orientation, role‑specific training, and refresher sessions, including mandatory briefings (e.g. safeguarding, data protection, workplace safety). Work closely with programme teams to ensure volunteers are effectively supervised, supported, and meaningfully integrated into service delivery. Promote volunteer engagement and retention through regular communication, feedback mechanisms, and volunteer recognition initiatives. Safeguarding, Risk & Compliance Implement and ensure volunteer screening, documentation, and deployment comply with organisational policies, safeguarding requirements, and funder expectations. Oversee accurate record‑keeping and volunteer data management in accordance with PDPA and audit requirements. Internal Collaboration & Capability Building Build internal capability by supporting and equipping staff in volunteer supervision and engagement. Advocate for good volunteer management practices across the Association. Monitoring, Reporting & Continuous Improvement Track volunteer metrics such as recruitment, retention, hours contributed, and engagement levels. Prepare reports required for management, NCSS, funders, and audits. Review volunteer feedback and sector best practices to continuously improve volunteer experience and volunteer impact. Requirements Degree in Social Work, Community Development, Human Resource Management, Business, or a related field. Certificate or formal training in volunteer management or community engagement is an advantage. At least
5 years of relevant experience
in volunteer management or community engagement within the social service or non‑profit sector. Experience working within
NCSS volunteer management frameworks
and funded service environments. Strong people management and stakeholder engagement skills. Good understanding of volunteer governance, safeguarding, and sector best practices. Excellent organisational, communication, and interpersonal skills. Resilient, adaptable, and able to manage competing priorities. Ability to work independently and collaboratively in a multi‑disciplinary team. Willingness to support occasional evening or weekend volunteer activities or deployments.
